Illinois.
In instances of abatements or incentives provided by the jurisdiction,
the property tends to be over-valued when coming off abatement.

was completed, appeals were filed, and negotiations began. The key success in the appeal process was effective negotiations. We discussed and
debated with the assessor each
valuation concept, establishing
an understanding without a combative atmosphere.
